To consolidate security-related information, the Commonwealth of Pennsylvania developed the Justice Network (JNET), a Web-based system for linking the state’s justice system and allowing access to the information across 67 participating counties. In contrast to most other integrated justice efforts, which require users to access consolidated databases using standard client software, JNET’s Web-based system integrates easily with any technology participants might use.
JNET is a model for sharing justice information that needs to be very, very secure, so VeriSign and JNET work very well together. VeriSign should be proud that it is partnering with the government to enhance public safety.

Challenges
- To consolidate sensitive information from disparate agencies and make it accessible via a secure online resource, JNET needed a security provider who was exceptionally thorough and reliable.
Solution
- JNET turned to VeriSign® Managed Public Key Infrastructure (PKI), a solution that provides both data encryption and digital certification. VeriSign Managed PKI is an intelligent infrastructure service that allows JNET to easily and securely deliver PKI services without building a proprietary system.
Results
- Using VeriSign as a third-party provider, JNET was able to implement a PKI much more quickly, and for a much lower overall cost, than building and testing a proprietary system. Without having to focus on security, JNET developers have more time to work on improving the design, response time, and capacity of the system.
